  2.                    NORTH ETOBICOKE INDUSTRIAL
  3.                         STRATEGY  STUDY

  5.                    SECTION 1:  INTRODUCTION

  8. As part of a continuing review of the economic situation in
  9. Etobicoke, City Council approved the selection of consultants to
  10. report on conditions for the employment areas in North
  11. Etobicoke.  Kent Harvey Consultants, in association with The
  12. Butler Group (Consultants) Inc., Atlantis Real Estate
  13. Corporation and Angus Environmental Limited were retained in
  14. October, 1991 to provide a background study and to make
  15. strategic recommendations for the necessary preservation and
  16. enhancement of the economic base in North Etobicoke.
  17.  
  18. While reporting directly to the Director of Economic
  19. Development, the study team's activities were guided through a
  20. broadly-based steering committee, comprised of local Councillors
  21. for Wards 10, 11 and 12, City staff from Planning and Economic
  22. Development, and representatives from Metropolitan Toronto
  23. Economic Development Department and the Etobicoke Economic
  24. Development Advisory Committee.  This format was similar to that
  25. used to guide the Lakeshore Industrial Strategy Study in 1990.

  27. The study was carried out in three phases, each with public
  28. participation included as part of the review at the end of each
  29. phase.  Phases were:
  30.  
  31.       1)  information gathering
  32.       2)  analysis and detailed study
  33.       3)  strategic recommendations
  34.  
  35. Central topics carried throughout the study included a survey of
  36. Business and Industry, Employment, Official Plan and Land Use,
  37. Real Estate, Environmental, Transportation and Taxation.

  39. CONSULTATIVE PROCESS
  40.  
  41. All of the activities were carried out in a consultative manner,
  42. involving participation of key sectors, private businesses,
  43. civic representatives and the general public.  Two public
  44. meetings were held, which brought forward the study findings and
  45. provided opportunities for feed-back from all parties.
  46.  
  47. The study team conducted its work, to the greatest extent, in
  48. direct 'hands-on' interviews with key individuals representing
  49. business, industry, the City, land owners, financial advisors,
  50. real estate and development.  Statistical analysis was carried
  51. out by utilizing only current data and was limited, where
  52. possible, to areas where the statistics were verifiable.  The
  53. observations and opinions expressed by the study team are based
  54. on the overall impressions gained throughout this process and
  55. the team has, to the greatest extent possible, dialogued these
  56. positions with local interest groups.

  58. Certain of the recommendations are designed to open new ground
  59. in the way that Etobicoke approaches its business.  These
  60. recommendations are based from the team's point of view on
  61. elements that are absent in the City's current approach.  Any
  62. implicit criticisms are meant by us to be taken in a
  63. constructive manner and as a basis for change.
