NORTH ETOBICOKE INDUSTRIAL
STRATEGY STUDY
SECTION 1: INTRODUCTION
As part of a continuing review of the economic situation in
Etobicoke, City Council approved the selection of consultants to
report on conditions for the employment areas in North
Etobicoke. Kent Harvey Consultants, in association with The
Butler Group (Consultants) Inc., Atlantis Real Estate
Corporation and Angus Environmental Limited were retained in
October, 1991 to provide a background study and to make
strategic recommendations for the necessary preservation and
enhancement of the economic base in North Etobicoke.
While reporting directly to the Director of Economic
Development, the study team's activities were guided through a
broadly-based steering committee, comprised of local Councillors
for Wards 10, 11 and 12, City staff from Planning and Economic
Development, and representatives from Metropolitan Toronto
Economic Development Department and the Etobicoke Economic
Development Advisory Committee. This format was similar to that
used to guide the Lakeshore Industrial Strategy Study in 1990.
The study was carried out in three phases, each with public
participation included as part of the review at the end of each
phase. Phases were:
1) information gathering
2) analysis and detailed study
3) strategic recommendations
Central topics carried throughout the study included a survey of
Business and Industry, Employment, Official Plan and Land Use,
Real Estate, Environmental, Transportation and Taxation.
CONSULTATIVE PROCESS
All of the activities were carried out in a consultative manner,
involving participation of key sectors, private businesses,
civic representatives and the general public. Two public
meetings were held, which brought forward the study findings and
provided opportunities for feed-back from all parties.
The study team conducted its work, to the greatest extent, in
direct 'hands-on' interviews with key individuals representing
business, industry, the City, land owners, financial advisors,
real estate and development. Statistical analysis was carried
out by utilizing only current data and was limited, where
possible, to areas where the statistics were verifiable. The
observations and opinions expressed by the study team are based
on the overall impressions gained throughout this process and
the team has, to the greatest extent possible, dialogued these
positions with local interest groups.
Certain of the recommendations are designed to open new ground
in the way that Etobicoke approaches its business. These
recommendations are based from the team's point of view on
elements that are absent in the City's current approach. Any
implicit criticisms are meant by us to be taken in a
constructive manner and as a basis for change.
